Fines not collected by Department of Public Health in Nursing Home Abuse Citations

Earlier this summer, the California State Auditor announced gross oversight by the Department of Public Health in failing to collect fines related to nursing home abuse and neglect citations. Nearly $9 million in fines went uncollected. In egregious cases some fines were reduced 99% from $100,000 to $1000 where a nursing home was found at fault in a resident's death. Woodland Hills Nursing Home Cited for moving residents

The California Department of Public Health announced that it has cited the Motion Picture Home in Woodland Hills for illegal transfer of dozens of its residents to other California nursing homes. In January 2009 the Motion Picture Home announced that it was closing its historic doors. Motion Picture Home cares for about 80 patients. After the announcement of their 2009 closure, the nursing home allegedly illegally transferred the residents to other nursing homes without advising them of their rights to appeal. According to CANHR (California Advocates for Nursing Home Reform) knowingly defied the law by not issuing notices to the residents or complying with the promised relocation plan.
